Install the RSAT Active Directory PowerShell Module

Makes the ActiveDirectory module available on a host, taking the Windows Server path through Install-WindowsFeature or the Windows client path through the RSAT capability on demand, whichever applies. It confirms the module can be loaded at the end — the prerequisite step for every Active Directory script in this library.
